A day in the life of a group of troubled 15-year-olds growing up in west London.

The futuristic tale unfolds in a Great Britain that’s a fascist state. A freedom fighter known as V (Weaving) uses terrorist tactics to fight the oppressive society. He rescues a young woman (Portman) from the secret police, and she becomes his unlikely ally.

Heavy Rainfall causes a Indiana river to swell and flood the town. All inhabitants are forced by public services to leave instantly. Tom and his uncle Charlie work for a money transport firm and their assignment is to evacuate all cash from the banks along the flooding river. So, their truck is loaded with about three million Dollars. Hank tries to prevent further flooding, as he’s the guy responsible for the dam up the river, but he has to open one gate in order to save the old dam from breaking. Only the police under the Sheriff’s leadership stay in town to prevent looting. As the water level rises, Tom and Charlie’s Truck gets stuck in the flooded road. This is the moment, Jim, an elderly thief, and his gang have been waiting for. In an attempt to get the money from the truck, Charlie gets shot and Tom swims off to save the cash bags. While trying to hide, he meets Karen, who resisted to leave the old church she has been restoring for eight months. She thinks he is a looter, and calls the cops to bring him in. But as the Sheriff finds out about that much cash in a situation like this, he radios his old pal Hank, up at the dam…

Two unpopular teenagers, Gary and Wyatt, fail at all attempts to be accepted by their peers. Thier desperation to be liked leads them to “create” a woman via their computer. Their living and breathing creation is a gorgeous woman, Lisa, who’s purpose is to boost their confidence level by putting them into situations which require Gary and Wyatt to act like men. Helen Lyle (Virginia Madsen) is writing a paper on urban legends when she hears about the Candyman (Tony Todd), who was once an ex-slave-turned-artist name Daniel Robitaille, who had an affair his client’s daughter. Robitaille’s right hand was sawn off, he was covered in honey, and stung to death by bees. If anyone says the word “Candyman” five times in a mirror, he’ll appear behind that person, a bloody hook as a replacement for his hand, and kill him. A series of unsolved murders is happening in the Cabrini Green projects and Helen is using this to help with her paper. The residents say the Candyman is to blame, but Helen doesn’t believe it. Until she meets the man with a hook for a hand. Now, he’s begun to murder her friends and no one believes her. Can Helen clear her name and stop the Canydman from killing anyone else?
